To be ridden on public roads without a licence, tax or insurance, an e-bike must meet EAPC (Electrically Assisted Pedal Cycle) regulations. That means it must have pedals for manual use, a maximum motor power of 250 W, and stop providing assistance at 15.5 mph (25 km/h). Some high-powered or throttle-only models are for off-road or private-land use only.
