The main rule regarding electric scooter usage is that you are not allowed to use a privately owned scooter on public land. This includes roads and pavements. It is the responsibility of the rider to wear protective clothing, however this is not a legal requirement.

The good news is that in the near future, privately owned electric scooters will be legal to ride in public, but under certain rules.
